We help vessel owners and operators meet U.S. Coast Guard, EPA, MARAD, and international requirements—improving safety, reliability, and inspection outcomes.

Core Capabilities

Regulatory Compliance & Reflagging

  • Assist with reflagging under MSP, TSP, and ACP programs.
  • Develop detailed GAP Analysis Documents for MSP/ACP reflags.
  • Prepare Periodic Safety Test Procedures (PSTPs) to support reduced engine-room manning and automation-based watchkeeping approvals.
  • Develop manning proposals aligned with MSM Vol. III, IMO Principles of Safe Manning, and the ISM Code.

Environmental & Safety Management

  • Conduct PCB Environmental Audits to satisfy EPA and MARAD requirements under the Toxic Substances Control Act (TSCA) of 1979.
  • Develop and modify Fire Control and Safety Plans.
  • Perform internal audits of Safety Management Systems (ISM) and Security Programs (ISPS).

Technical & Engineering Services

  • Provide engineering support for vessel modifications, system upgrades, and conversions.
  • Support small passenger vessel operators seeking an initial or reinstated Certificate of Inspection (COI).
  • Prepare for Coast Guard inspections: system reviews, crew drill competency, and overall state-of-compliance evaluations.

Training & Education

  • Deliver advanced inspection training to the U.S. Coast Guard and Classification Societies under contract.
  • Focus areas: Wooden & FRP Small Passenger Vessels, Automation & Machinery Space Manning (UMS/MAMS/PSTP), Plan Review & New Construction, Electrical Inspection, and Historic Vessel Preservation.
